From Surviving to Thriving<\/h3>\n

Over 12 months, iESE consultants have been working with colleagues across more than 90 authorities to develop and refine a single framework for council transformation.<\/p>\n

Developed for the sector, by the sector, the 3R Model (Review, Remodel, Reinvent) began as a framework based on over a decade\u2019s worth of data from iESE\u2019s local government transformation and efficiency projects. By assessing the impact of different transformation activities \u2013 many of which we have supported the delivery of \u2013 we were able to set out a roadmap of different levels of efficiency activity, ranging from corporate cost control to commercialisation, shared services and combined authorities.<\/p>\n

The result was a model that all authorities could access and use to both benchmark and plan future transformation activity.<\/p>\n

The model was first published in \u201cFrom Surviving to Thriving\u201d, our 2015 white paper on local government transformation. This began a 12-month consultation process with local government \u2013 talking to more than 90 councils, interviewing almost 40 chief executives and attending events the length and breadth of the country to gain feedback on the model.<\/p>\n

Looking around at the changes emerging within our community in digital and technology it is already possible to imagine a very different economic, social and environmental future. Over the last year iESE has been researching the implications of these changes for our communities and for local public services and consulting with chief executives and members with the support of Solace.<\/p>\n

This White Paper explores the nature of the changes to come and the potential models that will allow local government to be a meaningful part of those changes. One of the reflections of the white paper research is that whilst we are starting to do well in digital within our communities the same is not always true within the local authority. In the community we expect real time information and real time service and yet inside our authorities we often fall short of a real time approach. And when we do get things right the costs of digital in the sector can be artificially high. This is particularly true when managing change within our authority.<\/p>\n
